At last we can download the new application from Oracle's download web page. You can use the link below:

Once you access the link, you’ll see two options one for OBI 10g and for OBI 11g. :)
In addition, it’ll be very useful to download the certification matrix file in order to find out which OS versions and applications are certified. Instead of loosing time, you can check this excel file and see the requirements.
